Tenebo Enterprise is a woman veteran owned HUB certified small business. We provide emergency management and disaster preparedness consulting, training and exercise services to jurisdictions and organizations across the United States.  Our staff include subject matter experts that are recognized nationally for their expertise in their respective fields. 

Tenebo Enterprises was formed by Dee Grimm RN, JD.  Dee has over 20 years’ experience as an emergency department nurse and manager, as a healthcare emergency preparedness manager, and as an emergency management consultant. She has served as a consulting instructor with CDP/FEMA’s Noble Training Center. She holds a Juris Doctorate in Law and is a recognized subject matter expert in legal and ethical issues of emergency management, at-risk populations in disasters, health equity and healthcare emergency management.

During her career as an emergency management consultant, Ms. Grimm has worked with local, regional and state level jurisdictions to build community resiliency by developing emergency operations plans and trainings, managing state level EM projects, and coordinating multi agency exercises. She served as the Project Manager for Nevada’s statewide Mass Care, Evacuation and Shelter Initiative, for the statewide Mass Fatality Plans Project and for the statewide Continuity of Operations Planning Initiative. 

Ms. Grimm has experience in real life incident management responses, including Hurricane’s Ike, Alex, and Harvey, the 2008 fires in Northern California; the Haiti Earthquake; the Reno Air Race crash; the Reno Coughlan Fire of 2011; the Ebola Outbreak, the Sutherland Springs massacre and the COVID 19 pandemic. She has served on multiple state level Task Forces, including the Nevada Legal Task Force to make recommendations to the state legislature to amend and improve emergency management statutes, and on the Texas State Disaster Medical System Task Force as Chair of the Family Assistance Center subcommittee and Co-chair of the Mass Fatality subcommittee.
